The body had earlier\u00a0overwhelmingly voted to substititute \u201cPlan UMC,\u201d for Petition 20980, the original\u00a0<a href=\"http:\/\/www.umccalltoaction.org\/\">Call to Action<\/a>legislation submitted by the Connectional Table.<\/p>\n<p>During the debate,\u00a0some delegates spoke up about their concern that they had not had\u00a0time to study the new plan. Also,\u00a0a delegate spoke of her concern that\u00a0young people, central conference delegates, U.S. people of color and\u00a0women\u00a0were not included\u00a0in the two days of discussions that led to the creation of the alternative plan.<\/p>\n<p>The group did include women, at least one U.S. person of color and at least two central conference delegates. But the discussions included no Methodist Federation for Social Action members who helped develop that progressive caucus\u2019 alternative restructuring legislation, which had been submitted before General Conference.<\/p>\n<p>Atlanta Area Bishop Michael B.
