United Methodist bishops from around the globe will gather Nov. 4-9 for a private retreat intended to establish a spiritual grounding for their work together during the next four years.<\/p>\n

Among roughly 125 active and retired bishops planning to attend the event at\u00a0Epworth-by-the Sea<\/a>\u00a0on St. Simons Island, Ga., are\u00a0the 14 new episcopal leaders, who were elected this summer and fall<\/a>.<\/p>\n

\u201cIt is important that we start our journey into a new quadrennium by taking time for prayer, reflection and discernment so that we ourselves practice the spiritual disciplines in order to become by God\u2019s grace the leadership group the church expects us to be,\u201d said Bishop Rosemarie Wenner, the Council of Bishops president. She also leads Germany\u2019s episcopal area.<\/p>\n

The\u00a0agenda for the gathering<\/a>\u00a0includes Bible study, reviews of various requirements for bishops and guided conversations on such topics as being one body in Christ. The bishops also will join in frequent worship including daily Communion, said Bishop Peter D. Weaver, recently retired from the Boston Area and now the Council of Bishops executive secretary.<\/p>\n

\u201cEvery time new bishops are elected, we become a new council,\u201d Weaver said. \u201cSo our first meeting together is first about becoming spiritually centered and building new community as we seek to fulfill the mission Christ has given us and the leadership roles the church expects of us. So this time is not about \u2018motions and voting\u2019 but rather going deep in loving God and one another and asking, \u2018What does the Lord require of us?\u2019\u201d<\/p>\n

He likened the gathering to a congregational or covenant discipleship retreat.<\/p>\n

It is open only to bishops, their spouses and some limited staff. United Methodist News Service, other United Methodist journalists and outside observers have been told not to attend.<\/p>\n

However, the retreat comes at a time when bishops are facing increasing questions about their accountability \u2014 including from many bishops themselves.<\/p>\n

Accountability questions<\/strong><\/p>\n

The question of bishops\u2019\u00a0responsibility for increasing vital congregations came up at the most recent Council of Bishops meeting in April<\/a>.<\/p>\n

Bishop Charles N. Crutchfield, now retired, made a motion that the council approved to have its executive committee develop \u201csome identifiable procedure or process\u201d for active and retired bishops to hold each other accountable.<\/p>\n

Since then, the executive committee has held just one meeting, and its other business did not leave much time to address Crutchfield\u2019s motion, Wenner said.<\/p>\n

\u201cThe question of accountability is on our agenda, but it is too early to announce concrete results,\u201d she said.<\/p>\n

The topics of accountability and fruitfulness are on the council\u2019s retreat agenda for the morning of Tuesday, Nov. 6.<\/p>\n

[toggle title=”The church and closed meetings<\/strong>“]Paragraph 721 in the Book of Discipline, the denomination\u2019s law book, calls for church bodies to hold open meetings and restricts closed sessions to only certain matters including real estate, personnel, legal consultation and negations.<\/p>\n

\n

However, the provision does offer bishops more leeway. \u201cWhile it is expected that the General Conference, the Judicial Council, and the Council of Bishops will live by the spirit of this paragraph, each of these constitutional bodies is governed by its own rules of procedure,\u201d the paragraph says.<\/p>\n

The Council of Bishops has held private retreats at the beginning of each new quadrennium multiple times, said Bishop Mary Ann Swenson, who recently retired from the Los Angeles Area and now is the council\u2019s ecumenical officer.<\/p>\n

\u201cIt is an effort for us to truly become community as a new group,\u201d she said. \u201cA number of years ago Bishop Ken Carder presented a paper on \u2018Beloved Community,\u2019 using the phrase that Martin Luther King Jr. used. Every quadrennium since then we have focused on God\u2019s call for us to live as beloved community in the Council of Bishops.\u201d\u00a0[\/toggle]<\/p>\n<\/div>\n

\u201cWhen we talk about \u2018vital congregations,\u2019 leadership and restructuring the life of the (Council of Bishops), we will have to talk about accountability,\u201d Wenner said. \u201cI do not wish to speak of my expectations, since it is on the council to talk and develop the way forward.\u201d<\/p>\n

She also said \u201cthe discussion format will be an interactive time of listening to one another and of discernment.\u201d<\/p>\n

\u201cI am trusting the Holy Spirit is leading us.\u201d<\/p>\n

Other challenges<\/strong><\/p>\n

But questions about bishops\u2019 accountability go beyond the drive for more fruitful congregations.<\/p>\n

Since the summer, bishops have faced increasing scrutiny, and three bishops, in particular, have been at the center of three very different controversies.<\/p>\n

In July, the South Central Jurisdictional Conference affirmed a recommendation by its episcopacy committee to compel Bishop W. Earl Bledsoe\u2019s early retirement based on evaluations of the bishop. Bledsoe, who formerly led the North Texas Annual (regional) Conference is appealing the decision to\u00a0the Judicial Council, the denomination\u2019s top court, which has scheduled a hearing on the matter Nov. 9-11\u00a0<\/a>.<\/p>\n

Bishop Daniel Wandabula, who leads the East Africa Conference, has faced concerns about the use of funds in the conference.\u00a0Until auditing issues are resolved<\/a>, the United Methodist Board of Global Ministries has suspended funds to the conference, and the General Council on Finance and Administration \u2014 the denomination\u2019s finance agency \u2014 has recommended other church bodies cut off their financial support. The Judicial Council recently deferred until April ruling on\u00a0the Western Pennsylvania Conference\u2019s questions regarding the handling of funds in East Africa and the handling of a complaint against Wandabula<\/a>.<\/p>\n

The United Methodist Church\u2019s continued disputes about sexuality issues also confront bishops. More than 70 United Methodist clergy and lay people in the United States have urged\u00a0the Council of Bishops to censure publicly retired Bishop Melvin G. Talbert<\/a>, accusing him of encouraging disobedience to the denomination\u2019s stance against the practice of homosexuality.<\/p>\n

Wenner said she could not speculate on whether any of these matters might come up in discussion. \u201cBut these are not matters before the council,\u201d she said.<\/p>\n

Talbert said he is aware\u00a0that some bishops hope to address the Western Jurisdiction\u2019s \u201cBiblical Obedience\u201d movement to encourage United Methodists to act as if\u00a0Paragraph 161F<\/a>\u00a0in the denomination\u2019s law book \u201cdoes not exist.\u201d That paragraph outlines the church\u2019s position that the practice of homosexuality \u201cis incompatible with Christian teaching.\u201d<\/p>\n

The Western Jurisdiction\u2019s statement has already prompted\u00a0a rare public disagreement among active bishops<\/a>.<\/p>\n

Talbert said the bishops would not know whether the Biblical Obedience movement would be discussed until the council is in session.<\/p>\n

\u201cPersonally, I\u2019m going to this meeting at peace,\u201d he said. \u201cI\u2019m not worried about what may happen to me. My only desire is to be a faithful witness to the gospel of Jesus Christ.\u201d<\/p>\n

Looking back, looking forward<\/strong><\/p>\n

The retreat will mark the first time the bishops have gathered since seeing some of their initiatives, intended to foster vitality, not pass the 2012\u00a0General Conference<\/a>, the denomination\u2019s top lawmaking assembly, or overturned by the Judicial Council.<\/p>\n

A proposed amendment to the denomination\u2019s constitution to create\u00a0a new full-time role for the Council of Bishops president fell short of the two-thirds vote it needed to pass General Conference<\/a>.<\/p>\n

The church\u2019s Judicial Council\u00a0also overturned Plan UMC, a proposal to restructure the denomination\u2019s general agencies, that had the backing of most bishops and the majority of General Conference delegates<\/a>.<\/p>\n

The Judicial Council in the past week also overturned legislation\u00a0some bishops helped draft to eliminate guaranteed appointments for ordained elders and associate members in good standing<\/a>.<\/p>\n

These setbacks should not diminish the bishops\u2019 commitment to a decade-long focus on fostering congregational vitality, bishops say.<\/p>\n

\u201cWe need to look at how we can best move forward, given the decisions \u2014 how\u00a0we can work\u00a0toward greater cooperation and more fruitfulness so that we might achieve the aims behind Plan UMC and the changes in the appointment system even without structural changes,\u201d Wenner said.<\/p>\n

The next public meeting of the Council of Bishops will be in May\u00a0in San Diego, Calif.<\/p>\n
