The\u00a0Western Jurisdiction of The United Methodist Church<\/a>\u00a0has issued a \u201cStatement of Gospel Obedience\u201d that emphasizes Christ\u2019s grace and love is available to all and that The United Methodist Church is in error on the subject of \u201chomosexuality\u2019s incompatibility with Christian teaching.\u201d<\/p>\n

Delegates to the jurisdictional meeting July 18-21 voted to extend\u00a0\u201cextravagant hospitality\u201d<\/a>\u00a0to all people including gay, lesbian, bisexual, transgender, queer, intersex or persons whose gender expression is ambiguous.<\/p>\n

Retired Bishop Melvin Talbert was asked to oversee a\u00a0Western Jurisdiction grassroots movement<\/a>\u00a0that challenges bishops, clergy, laity and local churches and ministry settings to operate as if the statement printed in the denomination\u2019s law book\u2014Paragraph 161F<\/a>\u2014\u201cdoes not exist.\u201d<\/p>\n

Talbert said he has publicly stated many times that if asked to perform a same-sex marriage he will do so. He also said the active bishops of the Western Jurisdiction \u201cwill be bishops of the church\u201d and uphold church law.<\/p>\n

Bishop Minerva Carca\u00f1o, president of the Western Jurisdiction College of Bishops, said the bishops \u201care of one mind\u201d during her address to the jurisdiction.<\/p>\n

\u201cWe\u00a0believe that our beloved United Methodist Church has been less than faithful to the biblical\u00a0mandate to accept all God\u2019s children including our LGBTQ(IA) brothers and sisters.\u00a0We assume\u00a0responsibility for preaching and teaching in every place we serve, this good news of Christ Jesus\u00a0who welcomes all,\u201d she said.<\/p>\n

Efforts to reach officers of the Council of Bishops for comments on the Western Jurisdiction action were unsuccessful.<\/p>\n

The five jurisdictions in the United States met in their regions July 18-21. Jurisdictions meet once every four years to elect bishops and conduct business.<\/p>\n

During the worldwide 2012 General Conference April 24-May 4, the church voted to retain current language in its law book that declares \u201chomosexuality is incompatible with Christian teaching.\u201d Other sections of the law book state \u201cself-avowed practicing homosexuals\u201d may not be ordained as clergy and that United Methodist clergy cannot perform same-sex marriage ceremonies and same-sex wedding ceremonies may not be in United Methodist churches.<\/p>\n

The\u00a0Northeastern Jurisdiction also affirmed its commitment to the rights of all persons at its 2012 meeting<\/a>. In a resolution, the jurisdiction stated, \u201cClergy, lay persons and congregations may feel bound by conscience to offer the ministries and sacraments of the church to all persons on an equal basis and that even though bound to the Book of Discipline, we are also bound by Jesus\u2019 commandment to stand with the marginalized and the oppressed in our midst.\u201d<\/p>\n

The resolution was approved by 61 percent.<\/p>\n

A statement by the Northeastern Jurisdiction Evangelical Connection of United Methodists expressed disappointment in the vote.<\/p>\n

\u201cThis statement stands in opposition to the doctrine and discipline of The United Methodist Church. A jurisdictional conference does not have the authority to speak in a manner contrary to the General Conference of the denomination. Therefore, we do not believe this statement can be implemented or enforced in any way,\u201d the statement said.<\/p>\n

The group also pointed out that the position of The United Methodist Church on human sexuality has not changed.<\/p>\n

The Northeastern Jurisdiction includes the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, West Virginia and the District of Columbia.<\/p>\n

\u201cWe pledge to you that we will continue to work for that day when we, The\u00a0United Methodist Church, can truly live up to our logo of open hearts, open minds, open doors,\u201d Carca\u00f1o said.<\/p>\n

The Western Jurisdiction of The United Methodist Church encompasses the eight westernmost regional conferences of the United States, including Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, Wyoming, Guam, and other territory in the Pacific.<\/p>\n

In other action, the\u00a0Western Jurisdiction apologized for the actions of the 2012 General Conference<\/a>\u00a0and said it plans to write letters to the editors in the major newspapers of each annual (regional) conference in the jurisdiction informing them of the apology.<\/p>\n

The jurisdiction also suggested the penalty of a suspension for 24 consecutive hours from the exercise of episcopal office for any bishop charged, tried and convicted of ordaining or appointing a \u201cself-avowed practicing homosexual.\u201d The jurisdiction can only suggest a penalty; the trial court sets the penalty.<\/p>\n

The action means the jurisdiction \u201ccan no longer passively live with the hypocritical oxymoron of a denomination that declares that \u2018God loves all\u2019 while it excludes some people from acceptance and leadership based on sexual orientation,\u201d said Greg Nelson, director of communications of the Oregon-Idaho Annual (regional) Conference.<\/p>\n

The action is an effort \u201cto change the conversation\u201d and move forward, he said.<\/p>\n

\u201cThe Western Jurisdiction embraces the denominational brand promise of \u2018Open Hearts, Open Minds, and Open Doors\u2019 and is working to make it a reality.\u201d<\/p>\n
