(UMNS)<\/h4>\n<p>In ordering their work, the 2016 General Conference delegates late May 10 adopted all but one rule recommended by the commission that plans The United Methodist Church\u2019s legislative gathering.<\/p>\n<p>The vote was 518 to 258.<\/p>\n<p>The delegates deferred discussing a proposed\u00a0<a href=\"http:\/\/www.umc.org\/news-and-media\/alternative-process-offered-for-sexuality-debate\" target=\"_blank\"><strong>Group Discernment Process<\/strong><\/a>, outlined in Rule 44, until May 11. The commission hopes the rule can be used to consider complex and contentious legislation, but it\u00a0<a href=\"http:\/\/www.umc.org\/news-and-media\/gc2016-the-debate-about-how-to-debate-sexuality\">has already received significant pushback<\/a>.<\/p>\n<p>The new rules include:<\/p>\n<ul>\n<li>An earlier adjournment of 6:30 p.m. PDT most evenings rather than 9:30 p.m. used at previous General Conference gatherings.<\/li>\n<li>A new electronic queuing system in which delegates\u00a0<a href=\"http:\/\/www.umc.org\/news-and-media\/digital-divide-concern-arises-with-african-delegates\">will use a tablet computer to register their desire to speak<\/a><\/li>\n<li>Prohibitions on \u201cverbal and non-verbal distractions\u201d as delegates do their legislative work.
