Laity Transition Workshops
MEMO TO: Chairperson of Staff/Pastor Parish Relations Committee
Lay Leader
Chairperson of Church Council
Other Key Leaders
Again this year, the Conference is offering Transition Workshops for laity in churches that will be experiencing a pastoral change this year. The intent of the workshop is to help make the transition a positive experience for the churches and the pastors involved.
In the workshop, you can expect to:
Explore the normal feelings and reactions during the time of a pastoral change;
Become familiar with a transition model that helps you be aware of the natural stages of transition;
Learn how to have a good sending, including techniques for an exit interview, and ways of saying a good goodbye;
Become aware of what life will be like in an interim period;
Learn ways of saying a good hello;
Consider ways to assess the leadership needs of your congregation and the shifting leadership styles of departing and arriving pastors.
Our experience has been that it is good to involve as many members of the S/PPR Committee as possible in the workshop. We would suggest that you also invite other key elected leadership to join with you, as well as program staff your church may have. The workshops will be led by Gail Grossman, a layperson trained in the dynamics of pastoral transitions. She has led transition workshops for the Conference for several years, with excellent feedback from the participants. The workshops will be offered at:
Burien: Highline UMC Sat., June 2; 9:30 a.m. to 12:00 p.m.
Tumwater UMC Sat., June 2; 2:00 to 4:30 p.m.
Spokane: Audubon Park UMC Sun., June 3; 2:30 to 5:00 p.m.
Edmonds UMC Thurs., June 7; 6:30 to 9:00 p.m.
The cost of the workshop is $25.00 for each participating church, and you may send as many participants for that price as you wish. For driving directions, please contact the individual church (your local church can provide you with a contact number or address). To register, please call Anna Conklin at 1-800-755-7710. Questions regarding the content of the workshop itself may be directed to Gail Grossman at 360-738-1970.

Deadline Tomorrow, Thursday May 10!
TO: Clergy members of the PNWAC who are eligible to vote for General Conference delegates FROM: Gloria Kymn, Conference Secretary
RE: Pre-Conference Nominating Ballot for General and Jurisdictional Conference delegates
Dear Sisters and Brothers:
During the 2007 Annual Conference, lay and clergy delegates are to be elected to the 2008 General and Jurisdictional Conferences. Three lay and three clergy delegates are to be elected to the General Conference to be held April 23 - May 2, 2008, in Fort Worth, Texas.. Representation is based on the number of clergy and lay members of an annual conference not to exceed 1,000 members total. An additional 3 lay and 3 clergy delegates are to be elected to the Jurisdictional Conference to be held July 16-19, 2008, in Portland, OR.
Conference Rule XI, Sec. 5 (enclosed) provides a process for clergy to nominate colleagues prior to the Annual Conference session. This rule is an effort to speed the clergy delegate election process through the use of a pre-conference nominating ballot.
Enclosed is one pre-conference nominating ballot, and a sheet containing the conference rule, disciplinary requirements for eligibility for both voting and election, and a brief outline of our process of nominating and balloting at our Conference session in Tacoma, June 12-16.
Please review the enclosures, then nominate in alphabetical order up to three persons eligible to serve as clergy delegates to the General Conference in the year 2008. Return your nominations to me in the enclosed envelope. All nominations must be in my possession before May 10, 2007.
Balloting tally sheets will be ready at the beginning of Conference, pre-printed with the names of all those who have received at least fifteen nominating votes. At the opening session of Conference, additional nominations may be read if supported by at least fifteen signatures (forms will be available at registration). This nominating procedure does not limit the freedom of anyone to vote for any eligible member in all subsequent balloting.
If you have questions, please feel free to call or e-mail me.
In Christ's service,
Gloria Kymn, Conference Secretary

Pacific Northwest Annual Conference PRE-CONFERENCE NOMINATING BALLOT for Clergy Delegates and Alternates for the 2008 General/Jurisdictional Conferences Your Name (please print):______________________________________ Your District_____________________________________ I nominate the following eligible clergy members of the PNWAC for election as clergy delegates or alternates to the 2008 General and/or Jurisdictional Conference. 1._________________________________________ 2._________________________________________ 3._________________________________________ Your Signature:__________________________________ Date:___________________________, 2007
You may enter up to three names of eligible clergy members of the PNWAC. To be considered a valid nominating ballot, this ballot must be signed and dated and returned to the Conference Secretary (please use enclosed envelope) before May 10, 2007.
Conference Rule XI, Sec. 5: Procedures relating to Pre-Conference Nominating Ballot for General and Jurisdictional Conference Delegates for clergy. (a) At least three months before the Conference session at which elections are held, the Conference secretary shall mail a Pre-Conference Nominating Ballot to all eligible clergy.
(b) Those clergy who desire to do so may nominate, in alphabetical order, the required number of delegate names. Ballots shall be returned to the Conference Secretary no later than thirty (30) days before Annual Conference begins. Ballots with an incorrect number of names and those received after the deadline are void. All ballots shall be signed and dated.
(c) The Conference Secretary shall prepare the Official Ballot of Clergy Candidates by listing all names alphabetically which have received at least fifteen (15) votes. The form shall provide spaces for possible additional nominations from the floor and with columns for at least ten (10) ballots. This official ballot will be duplicated and distributed to the clergy members at the time of their registration for the Annual Conference session.
(d) At the opening session, additional nominations may be added to the Official Ballot if supported by at least fifteen (15) votes.
(e) Pre-Conference nominations, as well as those presented on the floor, shall in no way limit the freedom to vote for any person who is able and eligible, according to the laws of the Church, to serve as a delegate to the General and/or Jurisdictional Conferences (1992 Discipline, 36-39).
Who is eligible to vote for clergy delegates to General/Jurisdictional Conference? Who is eligible for election as a clergy delegate to General/Jurisdictional Conference? 2004 United Methodist Book of Discipline, 35, Article IV - The ordained ministerial delegates to the General Conference and to the jurisdictional or central conference shall be elected by and from the ordained ministerial members in full connection with the annual conference or provisional annual conference.
Both Deacons in Full Connection and Elders in Full Connection may vote for clergy delegates, and are eligible for election as clergy delegates (334.1, 329.2).
Local Pastors may not vote on delegates or serve as lay or clergy delegates (318.5).
LIMPOP pastors and other Lay Pastors are not clergy members, but are lay persons, and if eligible, may vote on or be elected as lay members of General Conference.
Members on leave of absence are not eligible to serve as delegates (354), but the various types of leave do not affect whether a person is considered a member in full connection (337.1), and thus do not affect eligibility to vote on ministerial delegates to General Conference.
What will be the procedure for further nomination and balloting at Annual Conference? When you arrive at Conference, you will receive in your registration packet a pre-printed sheet containing the names of all members nominated with fifteen or more nominating votes, with space for writing in further names.
Clergy Nomination Form will be available at registration for making additional nominations, each nomination requiring the supporting signatures of fifteen eligible clergy members.
Balloting will be done in using the new electronic system called Churchscan. According to the new system, we will benefit as it is said:
"Without this program it takes about 45 persons nearly 2 hours to count 600 ballots. With the program, one person can count the same ballot in 10-15 minutes. This allows many more persons to remain at the seat of conference while the ballots are being tallied."
